抓住机遇，共创辉煌

中国民生投资股份有限公司董事局主席董文标进行主题发言

尊敬的各位领导、各位东盟国家的贵宾，女士们、先生们：

大家好！

我是中国民生投资股份有限公司董事局主席董文标，非常荣幸能参加第11届中国-东盟博览会以及首届“中国-东盟工商论坛”。作为一名中国民营企业代表，我非常高兴能通过这个平台，有机会和大家一起交流和探讨。我将从三个方面进行演讲。

It is a great honor for me to participate in “the 11th China-ASEAN Expo Forum”. My name is Dong Wenbiao, the board chairman of Chinese Minsheng Investment Corporation Ltd. As a representative of Chinese private enterprises, I am very pleased to have the opportunity provided by the Chinese government to make a communication with you at the platform. I will focus on three aspects in my speech.

一、中国民营经济迎来发展的新时代

当前，仿盛大热血传奇，中国经济社会发展进入关键时期，中国政府正在着力于全面深入推进经济体制改革，通过对经济发展政策作出调整，不断推行简政放权，努力为企业松绑，改善企业投资环境，不断激发着中国企业的创造力，不断释放着中国企业的发展潜力，尤其是民营企业，又一次享受到了改革的红利。

1. Chinese private economy ushers in a new era of development

China is now in a critical stage of economic and social development. The government is striving to promote comprehensively the reform of economic system. By making adjustment to the policies of economic development, it strives for making enterprise’s ease and improving enterprise’s investment environment through consecutive decentralization and loosening restrictions to enterprises. This continuously inspires Chinese enterprise’s business creativity, and releases the potential for the development of Chinese enterprises, especially private enterprises, shares another bonus of reform.

在推进简政放权改革的过程中，国家工商总局推出了多项改革措施，尤其是工商登记制度改革。中国政府于2013年10月就推进公司注册资本登记制度改革进行了部署。今年2月，《注册资本登记制度改革方案》正式出台。方案提出，将通过改革公司注册资本及其他登记事项，进一步放松对市场主体准入的管制，降低准入“门槛”；同时，严格市场主体监督管理，依法维护市场秩序。今年 3月1日起，新《公司法》正式实施，注册资本登记制度改革将在全国范围内正式推行。

工商登记制度改革对繁荣经济、促进就业、发展企业发挥了巨大的作用。具体表现为：一是使市场主体呈现“井喷”式增长。工商登记制度改革正式实施，让很多小微企业、民营企业获得了难得的发展机遇。“零首付”让很多创业者有了创业激情，纷纷注册新公司。根据统计，今年3月至8月，全国新登记注册市场主体659.59万户，同比增长15.75%；新增注册资本（金）10.79万亿元，同比增长66.7%。二是对促进社会就业、推动全社会对创业就业观念的转变的发挥了巨大的引领作用。今年1月至8月，全国个体私营经济从业人员实有2.37亿人，比去年年底新增1848.05万人；民营经济成为吸纳新增就业的主渠道，这是改革的显著成果。三是促进了产业结构优化升级，对新兴产业带动作用明显。3月至8月，信息传输、软件和信息技术业新登记企业数量同比增长124.59%，文化、体育和娱乐业同比增长101.51%，科学研究和技术服务业同比增长94.42%，均远高于企业数量平均增速。四是对协调区域发展、推动了社会诚信体系建设也发挥了巨大作用。该项改革带动中西部地区企业数量占比不断扩大，与东部地区落差逐步缩小；投资人自我约束意识、诚信意识进一步增强。五是使企业的竞争规则更能与国际接轨，有利于促进企业参与国际竞争。工商登记制度改革后，企业登记公示、登记事项和文件都极大简化，与国际惯例接轨的相关制度得以建立，这样既兼顾公平、正义，又能顾及到效率，使民营企业的外部发展环境更为和谐。

这就是改革为我们民营企业发展带来的利好效应——激发市场主体创造活力，增强经济发展内生动力，让我们再次感到了政策的温暖。

In the process of promoting the reform of decentralization, the State Administration for Industry and Commerce has issued a number of reform schemes, especially the reform of industry and commerce registration system. Chinese government made a deployment of the reform of promoting the registration system of company registered capital in October of 2013. “ Registered Capital Registration System Reform Program ” was formally issued in February of 2014. The program proposes to further loosen market access restraints for market main bodies, and reduce the “threshold” of access through the reform of company registered capital and other registration matters. At the same time, strict supervision and management have been made to market main bodies, and market order has to be safeguard according to law. The new “Company Law” has been formally conducted from March 1 of 2014. The reform of registered capital registration system will be formally implemented nationally. The reform of industrial and commercial registration system has played a significant role in economy prosperity, employment promotion and enterprise development. It can be specifically presented as the follows:

One is a “blowout” type of increase in market main bodies. The formal implementation of the reform of industrial and commercial registration system has provided many small and micro enterprises and private enterprises with rare development opportunities. “Zero down payment” inspires many entrepreneurs with entrepreneurial passion to register new companies. According to statistics, from March to August this year, there were 6.5959 million newly-registered market main bodies, which is a year-on-year increase of 15.75%, with newly registered capital of 10.79 trillion Yuan, which is 66.7% year-on-year of increase.
